When creating the Order Type for Plant Maintenance at the following IMG:
IMG - PM/CS - Maint/Serv Processing - Maint/Serv Orders - Functions and Settings for Order Types - Configure Order Types
You will find that the Order Category is fixed as 30. Each module has it's own Order Category for its Order Type so that that transaction code used to create the different Orders in SAP will use different order types based on the Order Category. This is exactly why the t-code IW31 in PM module can only select Orders for PM purpose with order category 30.
