Before the introduction of MEB, Notification to Order link only allow 1:1 or Many:1 scenario. The MEB scenario is introduced to support 1:Many scenario. Since there is only one field to assign only one Maintenance Order in the Notification document; the Revision was introduced to make this 1:Many relationship possible only via MEB as at ECC6 EhP6.
