MTO strategies:
Strategy "20" MTO Strategy do not have Req.Type for PIR and therefore PIR is not allowed.

Strategy "50" is also MTO but allow PIR as the strategy is assigned with Req.type for PIR, the PIR is for lower level BOM procurement; while the FG MTO Production will have to wait for the Sale Order.

MTS strategies:

Eg: 11, 10, 30, 40 for FG all have Req.types for the PIR.
