    Quota Rating for vendor 1000 is 100. (0 + 200 / 2)
    Quota Rating for vendor T-K500A20 is 100 (100 + 0 / 1)
    Quota Rating for both vendor is the same.
    The system use Rule 2 (select the vendor with the higher Quota) which if vendor 1000 for the next requirement.
